On April 20, was held a round table organized by the Social Democratic Party of Uzbekistan "Adolat" in cooperation with the Ministry of Health and the Tashkent pediatric medical institute, where the draft law "On transplantation of organs, tissues and (or) human cells" was discussed. The event was attended by deputies of the Legislative Chamber of Oliy Majlis, representatives of the Ministry of Health, the teaching staff and students of the Tashkent Pediatric Medical Institute, young scientists, experts and activists of political parties.
Chairman of the Political Council of the Social Democratic Party of Uzbekistan "Adolat" Narimon Umarov opening the event with a welcoming speech, said that SDPU "Adolat" is a supporter of timely, appropriate provision of quality medical services to all segments of the population. Taking into account the reforms carried out in the field of medicine in the country and their results, the party puts forward its proposals for the development of this field, in particular, focuses on preventing medical problems that are waiting for their solution.
The SDPUz "Adolat" also makes its worthy contribution to this work. In particular, it put forward a number of proposals concerning the authorization demanded by the population of procedures such as transplantation, IVF (in vitro fertilization) and other advanced medical services, establish cooperation with leading foreign medical centers, expansion of conducting by foreign doctors surgical operations in medical institutions of Uzbekistan, upgrading the skills of domestic doctors by inviting foreign specialists to work on a permanent basis.
As a practical result of this - on October 23, 2017, a decree of the Cabinet of Ministers "On approval of the Provisional Regulations on the order of closely related kidney transplantation and (or) liver share" was adopted.
And on the basis of this document, in Uzbekistan, together with qualified foreign specialists, the first successful liver and kidney transplantation was performed. From now on, such operations will be conducted at the Tashkent nephrology center, the Republican specialized scientific and practical medical center of surgery named after academician V. Vakhidov, the Republican scientific center of emergency medical care. It will be possible to conduct an average of 100-150 such operations per year.
Member of the SDPU "Adolat" faction of the Legislative Chamber of the Oliy Majlis M. Dadakhodjaeva and Chief Transplantologist of the Ministry of Health U. Yuldashev emphasized that the first successful transplantation practice in the country is of great importance in solving a number of problems in the field of medicine, in providing high-quality medical assistance to the population and in the effective use of the potential of health workers. Transplantation is one of the most complex, most responsible medical direction with growing need. It's no secret that due to necessity and need, some patients had to travel to foreign countries and conduct such operations for the price from 40 000 to 150 000-200 000 US dollars. And now such complex and unique operations are successfully conducted in medical centers of our country.
Nevertheless, there is a need for the development and adoption of a single law regulating this sphere. That is, the term of the Provisional Regulations on the order of closely related kidney transplantation and (or) liver share was determined before the entry into force of the Law of the Republic of Uzbekistan "On transplantation of organs, tissues and (or) human cells". In accordance with this document, only kidney and liver transplantation is carried out in our country. After the adoption of the new law, our compatriots, without leaving for other countries, if necessary, will be able to benefit from the transplantation of certain organs (kidneys, liver, heart, lungs) and human tissues.
In this connection, the party conducts practical work on developing a legal basis for granting permission for medical transplantation services, which are in great demand among the population.
In particular, the issue of the wide introduction of the practice of transplantation into domestic medicine was included in the State Program for the Implementation of the Strategy for the Development of the Republic of Uzbekistan in 2017-2021 in the «Year of dialogue with the people and human interest». In this regard, the party is working to create a legal basis for providing high-quality medical assistance to the population, including demanded transplantation services. In accordance with the Memorandum of Cooperation signed between the Ministry of Health of the Republic of Uzbekistan and the SDPUZ "Adolat", a draft law on "organs, tissues and (or) cells of humans" was developed. The bill, developed in cooperation with ministries and party experts, was submitted for general discussion on the portal for discussion of Uzbek regulatory and legal acts and the website www.adolat.uz. However, this document is currently widely discussed in regional medical institutions, relevant higher education institutions with the participation of the electorate of the party and deputies.
The purpose of this bill is to regulate relations in the field of transplantation of organs, tissues and (or) human cells based on modern science and medical practice. The draft law was developed taking into account foreign experience in this field, as well as recommendations of the World Health Organization.
During the "round table", foreign experience in the sphere, norms stipulated in the draft law were discussed in detail. The suggestions of the participants on the improvement of the document were heard.
As a result of the event, relevant proposals and recommendations on the agenda items were developed.
