Universities are moving to 5-point grades, the role of current control is reduced

The Regulation on the Control and the System for Assessing the Knowledge of Students of Higher Educational Institutions has been published (reg. No. 3069 of September 26, 2018).

The document provides 2 important innovations - the transition from the rating system of knowledge assessment to 5-point and reducing the role of current control (control at each seminar and practical classes).

Important! This will not affect all students. The new Regulation applies only to those who are admitted to study in 2018/2019 and subsequent school years. Those. The new system will be tested by the current first-year students. The rest of the courses will be subject to the Regulations on the rating system for monitoring and assessing the knowledge of students of higher educational institutions (reg. No. 1981 dated July 10, 2009).

In addition, the new document will generally not apply to universities where a modular training system has been introduced. For example, the SSUU is likely to continue to work on a rating system in accordance with the Regulations on the order of control and criteria for assessing students' knowledge at the Tashkent State Law University in the modular system of education (reg. No. 2780 dated 04.04.2016).

So, the criteria for assessing students' knowledge are defined:

5 (excellent) - the student makes independent conclusions and makes independent decisions, thinks creatively, conducts independent observations, is able to apply the knowledge gained in practice, understands the content of the discipline (topic), knows, can explain, retell and has an idea of the discipline ;

4 (good) - the student conducts independent observations, is able to apply this knowledge in practice, understands the content of the discipline (topic), knows, can explain, retell, and has an idea of the discipline (subject);

3 (satisfactory) - the student is able to apply this knowledge in practice, understands the content of the discipline (topic), knows, can explain, retell, and has an idea of the discipline (subject);

2 (unsatisfactory) - the student has not mastered the curriculum, does not understand the content of the discipline (subject), and also has no idea about the discipline (subject).

Estimates of intermediate and final controls now have legal value.

As before, the intermediate control is carried out by the teacher of the discipline after the end of the relevant part of the work curriculum no more than 2 times per semester. The form, terms and list of tasks are determined by the department. At the same time, in the disciplines for which no more than 2 hours are allocated per week, i.e. one pair (in medical universities - no more than 4 hours) intermediate control is not carried out.

When grading intermediate control, the teacher takes into account the grades received by the student in the course of practical, seminars, laboratory classes, the performance of independent education tasks, including student activity is taken into account. And although there is no talk of a complete abolition of current control, it no longer has a direct impact on the student’s admission to final control. The student may not be admitted to the final control only by the results of the intermediate control (if he did not pass it, or received a grade of "2"). With such results, the student is recognized as an academic debt.

Final control is the most important. It is his assessment that goes to the appraisal book (the former rating book or “record book”). Teacher discipline is prohibited to participate in the final control. Another teacher should be appointed, and in medical universities - a commission created by the head of the department.

The form of final control is determined by the department. At the same time, this form is included in the schedule of the final controls approved by the Vice-Rector for Academic Affairs. It was forbidden to bet for a student more than the 1st final control per day, and also with an interval of less than 2 days.

Students who have academic debts in 1–3 disciplines are given the following time to retake:

• following the fall semester - 1 month

• according to the results of the spring semester - 1 month from the beginning of the next academic year (in the last year of study - before the start of the final state attestation).

There is a possibility of 2 reloads. If the student was unable to close the academic debt at the first retake, the second retake is accepted by the commission created by the dean of the faculty.

And if the number of disciplines with academic debt has reached 4 or exceeded this number, the student is left on the current course.

The provision also included other norms.

The document was adopted in the state language, published in the National Legislation Database and entered into force on September 26, 2018.
