May 30 this year. Decree of the President No. PP-3755 "On measures to create a modern system of selection on a competitive basis of promising managerial staff" was adopted. The document establishes assistance to the continuous growth of professional competence of personnel in the system of state and economic management bodies, local executive bodies, other state bodies and organizations. The proposal of the Ministry of Innovative Development, the Academy of Public Administration under the President of the Republic of Uzbekistan and the International Non-Governmental Non-Profit Organization "Buyuk Kelajak" was approved to hold a 3-year republican contest to select prospective management personnel "Taraqqiyot".

Citizens of the Republic of Uzbekistan aged 30 to 45, inclusive, who have a basic higher education and at least three years of experience in a leading position in the relevant field, can take part in the competition.

For the participants working in state organizations, for the period of participation in the competition the position held by them and the average monthly salary are preserved.

Winners of the competition are paid a one-time cash reward of 50 minimum wages, and the remaining finalists - 25 minimum salaries. At the same time, the remaining finalists of the competition are included in the reserve of management personnel in the relevant field.

The winners of the competition are trained on three-month courses on the "Presidential Program for the Training of Management Personnel", which includes internships in specialized organizations of developed foreign countries in the relevant competition categories, after which they are appointed to senior positions in state organizations in the relevant areas.

The contest is held in four stages:

- organizational stage (stage 1);

- online selection (stage 2);

- full-time tour (stage 3);

- the final (stage 4).

Registration process

Step 1 - Registration on the site

Citizens of the Republic of Uzbekistan aged 30 to 45, who have a basic higher education and at least three years of working experience in a leading position in the relevant field, can register on the web portal for participation in the competition.

Registration on the web portal applicant confirms that he has read and fully agrees with the rules of the competition. Each participant can register only once and in one nomination.

Step 2 - Submit Application

The registered participant submits an online application and fills in a questionnaire on the web portal for taking part in the competition. The participants of the competition independently choose to which nomination the application submitted by them belongs. The working group has the right to recommend a change in the nomination, depending on the experience of the work in the relevant field indicated by the participant in the questionnaire. Contest participants are obliged to indicate in the questionnaire reliable information in accordance with the established form. Incorporation of knowingly false information in the form of a form is grounds for the participant's disqualification.

Stage 3 - Passage of the 1st round

Questionnaires are studied and participants are selected for testing for determining the level of intelligence (IQ test), psychological stability and knowledge of foreign languages. In the regions, this stage is carried out centrally in the online mode. The participants of the competition who have valid international certificates of official confirmation of foreign language skills, corresponding to the level of B2 not less than CEFR, 5.5 IELTS points or 72 points in TOEFL, are exempted from testing for knowledge of foreign languages. For these participants the maximum score is counted.

Stage 4 - Passage of the 2nd round

The passing score is determined based on the results of testing. Participants who score a passing grade are allowed to undergo testing to determine the degree of awareness in the field of political, legal and socio-economic reforms. The web portal publishes a list of eligible participants and conducts testing. Participants who score a passing score are admitted to the full-time round.

About commission

The working body of the Republican Commission is the Academy of Public Administration under the President of the Republic of Uzbekistan and the responsibility for the objective and transparent conduct of the competition, as well as the qualitative and objective selection of candidates, their compliance with the requirements laid on the Republican Commission.
