Ministry of Development of Information technologies and Communications was established in Uzbekistan.

February 4, 2015, the President of the Republic of Uzbekistan Islam Karimov signed a Decree "On establishment of the Ministry of Development of Information technologies and Communications of the Republic of Uzbekistan".

The document was adopted in order to further improve the system of state management, accelerate the introduction of modern information technologies and communications system "electronic government", information systems in industries and sectors of the economy, modernization of the telecommunications infrastructure and data networks.

According to the presidential decree on the basis of the State Committee for communication, Informatization and telecommunication technologies of the Republic of Uzbekistan established the Ministry of Development of Information technologies and Communications of the Republic of Uzbekistan.

It is established that the Ministry of Development of Information technologies and Communications of the Republic of Uzbekistan is the legal successor of the State Committee for communication, Informatization and telecommunication technologies of the Republic of Uzbekistan on all its obligations and treaties, including the international.

Main tasks and activities of the Ministry of Development of Information technologies and Communications of the Republic of Uzbekistan installed:

- ensure the implementation of unified state policy in the field of information technologies and communications, the introduction of e-government, the development and implementation of integrated programmes on the introduction and development of national information and communication system on the basis of world-class information technology development, protection and use of information;

- further development and modernization of the telecommunications infrastructure, including the expansion of broadband access to the Internet, providing full transition to digital system telephone communication radio and television broadcasting, the exercise of the functions of state regulation, licensing and control of activities in the field of communications and telecommunications, as well as the use of radio frequency spectrum;

- ensure the implementation of state programmes for the implementation of e-government, interagency coordination, monitoring, evaluation and supervision of the activities of ministries, agencies, companies and associations, bodies of state authorities for information and improving the interactive state services, as well as the creation of a single system of formation, storage and use of state information resources and databases, creating and managing interagency information systems;

- ensuring the further development of the national segment of the Internet, creation of the necessary technical and favorable conditions for the development of modern Russian web resources of various kinds, including network resources to meet the information and intellectual needs of the population, especially the younger generation;

- ensuring coordination and assistance the development of domestic production and the domestic market with competitive products and services, the introduction of modern software products, information systems and information resources in the real sector of the economy and consumers;

- the implementation of measures to ensure information security and the introduction of modern technologies of protection of communication networks, software, information systems and resources, further development of technical infrastructure to protect information resources;

- organization of scientific research and development, training, retraining and refresher training in the field of modern means of communications, development and implementation of software products, information systems and databases, information security and other fields of information and communication technologies;

- implementation of international cooperation in the sphere of Telecom, information technologies and communications, attraction of foreign investments for the implementation of priority projects, efficient use of radio spectrum in other ways within the scope of the activities of the Ministry.
The decree established that:

- decision of the Ministry of Development of Information technologies and Communications of the Republic of Uzbekistan, adopted within its competence are obligatory for all ministries, agencies, companies, associations, bodies of state authorities and economic entities and citizens.

the heads of ministries, agencies, companies and associations, bodies of state authorities responsible for the timely and full implementation of comprehensive programs for the development of information and communication technologies, the introduction of e-government services" and information systems;

the results of the assessment level, the efficiency and quality of implementation of information and communication technologies and interactive public services in sectors of the economy are the basis for considering whether the heads of ministries, agencies, companies, associations, large enterprises and associations, bodies of state power for their positions.

Document the Cabinet of Ministers within two weeks to make in the prescribed manner for approval a draft decree of the President of the Republic of Uzbekistan about the organization of the Ministry of Development of Information technologies and Communications of the Republic of Uzbekistan.
